Caspian Energy (CE): Mr. Tagiyev, how would you assess the locally established market conditions in terms of the development of Azerbaijan’s agro-industrial complex?

Mashallah Tagiyev, Chairman of the Board of AgroTrade Supply: The land reform, relevant programs, and the legal framework introduced by the national leader Heydar Aliyev in the agrarian sector created favorable conditions for this sector’s development in Azerbaijan. This year marks the 100th birthday anniversary of the national leader Heydar Aliyev, and President of the Azerbaijan Republic Ilham Aliyev signed an order declaring 2023 the ‘Year of Heydar Aliyev’ in the country.

In recent years, the launch of new agro-industrial enterprises in certain regions considerably increased the population’s food security through local production and provided new export capabilities for the republic. Azerbaijan is the country possessing broad opportunities for developing the agro-industrial sector. Geographic and climatic advantages open up wide opportunities to develop an industrial-purpose agrarian sector in our country. In the meantime, the implemented efficient policy and the rise of the country’s economic potential enable making broad use of the opportunities available in the domestic agricultural sector and to build new processing enterprises. There are countries where the development of the agrarian sector is out of question, whereas Azerbaijan’s fertile lands and favorable geographic factors make it possible to develop the agrarian sector by intensive methods. Our country’s geographical and climatic characteristics are such that both cattle breeding and crop farming can be developed by applying the advanced world experience and a mix of intensive methods. This, in turn, will help to increase domestic production capacities of the state, enhance the population’s food supply and at the same time tap into new export markets.

CE: What was the core objective upon the establishment of the company and to what extent has it been achieved?

Mashallah Tagiyev: AgroTrade Supply (ATS Group) is a group of companies operating in the agro-industrial sector of the country, cooperating closely with farmers and offering customers high-quality agricultural and food products. The company’s mission is to develop production and processing of grain and leguminous crops in the regions, increase income of the local population and thereby contribute to the country’s food security.

CE: What are the enterprises operating within the company’s structure? Could you tell about their directions of activity and production capacities?

Mashallah Tagiyev: Operating within the company are a flour mill, a feed factory, a soybean processing plant, 2 bread factories, as well as flour confectionery goods plants. Besides, ATS Group is also engaged in the agricultural activity. The enterprises operating within Agrotrade Supply are as follows:

ATS Mill was established in 2011 and has been operating in the market for over 11 years. During this period, it has achieved significant success in wholesale outlets and B2B. Production processes here are fully automated and controlled by PLC, and the composition of processed wheat is formed with high accuracy, complying with the quality categories of flour. There are 11 product items produced at the enterprise.

ATS Feed was founded in 2014. As one of the leading enterprises in the feed industry which has continued growing since 2014 and is considered one of the major sectors of agriculture, the enterprise is producing and selling over 40 sorts of feed for big and small cattle, and for poultries.

ATS soya was established in 2016. A soybean meal which plays a key role in creation of the livestock and poultry feed base, and is considered as a main source of protein can be produced only by using the extraction technology.  Processing around 50,000-60,000 soybeans per year, the facility is capable of producing 45,000 tons of soybean meal and 12,000 tons of soya bean oil.

ATS Agro is engaged in growing wheat, barley, corn, soy, bean, sunflower, and wine grape at sown areas of a number of Azerbaijani regions. 

ATS Food was established in 1999.  Currently, it holds an important place at the Azerbaijani market in terms of its activities. There are two large plants operating within the enterprise and meeting daily demand for consumer products.

The enterprises have been certified in accordance with ISO 9001-2015 and ISO 22000-2018 standards. Confectionery goods and flour produced by the enterprise under ‘Bismak’ brand are in great demand at the local market. Manufacturing products of this brand, Bismak plant was established on 06.04.2004, ‘Çörəkçi’ plant - on 14.01.2013. The plants are producing a total of 170 product items.

CE: How do you assess the outcomes of the past agricultural year in the country and what are your expectations from the current year?

Mashallah Tagiyev: In the current grain season ATS Group continues implementing local farmer support projects. At present, supply of local wheat and barley under affordable prices has been started. Special reception points were opened in Sheki, Gah, Saatly, Beylagan, Gobustan (Maraza), Jalilabad, Ismayilli, Oguz, Imishli and Yevlakh districts in order to ensure a quick and transparent purchasing process.

CE: What attention is paid to the quality and sanitary-hygienic standards of agricultural products?

Mashallah Tagiyev: The reception points are equipped with the most necessary laboratory facilities, truck scales, and have the internet connection. Farmers delivering goods to these points have their products weighed in their presence. After a quality check, parties agree upon a product price which is paid on the spot. This system is meant for facilitating the process of grain deliveries and preventing cargoes’ long queue-waiting in front of the processing plants in large cities.

CE: In which regions does the company grow agricultural products? Is it planned to increase the area of agricultural lands?

Mashallah Tagiyev: ATS Agro LLC owns 13,073 hectares of sown areas.

Sown areas are distributed within the republic in the following manner:

Shamakhy - 220 ha, Samukh - 531 ha, Jalilabad - 817 ha, Gobustan – 1,305 ha, Khizi – 1,700 ha, Saatly – 2,500 ha, Imishli – 6,000 ha.

Arable lands in Samukh, Shamakhi, Gobustan and Jalilabad are in actual use, while sown areas available in Khizi, Imishli and Saatly are planned to be put into use. 

CE: Which local farmer support projects is the company involved in?

Mashallah Tagiyev: In this connection, our company is implementing the project ‘contract farming’. This project is attractive for farmers, since this measure provides access both to a guaranteed market and to support in production. The basic principle of this project model is that with the aim of supporting a small-scale farming, by signing contracts with farmers ATS Agro facilitates sowing of crops and brings the crops to the market, laying the foundation of a mutually beneficial business approach by thorough quality control at the owned farmland. In addition, ATS Group is implementing a contract-based agricultural project to improve the supply of raw materials both for feed production plants and vegetable oil manufacturing plants. The project covers over 60 small farms at an area of 2,000 ha. For soybean and corn plantations, farmers are provided with seeds, fertilizers, pesticides and equipment in advance. Provided material and agronomic support promotes reinforcement and growth of farmers’ business. We are confident that the work AgroTrade Supply is carrying out to develop our country’s agrarian-industrial sector will expand, and growing numbers of rural workforce will cooperate with us and benefit from our investment projects.

CE: What are the future business expansion plans based on?

Mashallah Tagiyev: We are constantly updating our plan of current activities towards strengthening and developing our positions in this sector. To expand its operations, ATS Group intends to link in production facilities.

Caspian Energy (CE): Masdar has recently opened an office in Baku. What is Masdar and how does this reflect the growth of the renewable energy sector in both Azerbaijan, and internationally?

Murad Sadikhov, Country Manager - Azerbaijan, Masdar:  Abu Dhabi Future Energy Company (Masdar) is the UAE’s clean energy champion and one of the largest companies of its kind in the world, advancing the development and deployment of renewable energy and green hydrogen technologies to address global sustainability challenges. Established in 2006, Masdar is today active in over 40 countries, helping to achieve clean energy objectives and advance sustainable development. Masdar is jointly owned by Abu Dhabi National Oil Company (ADNOC), Mubadala Investment Company (Mubadala), and Abu Dhabi National Energy Company (TAQA), and is targeting a renewable energy portfolio capacity of at least 100 gigawatts (GW) by 2030 and an annual green hydrogen production capacity of up to 1 million tonnes by the same year.

We had the honor of opening Masdar’s office in Baku in February this year, an important milestone in strengthening our presence in Azerbaijan and representing the deepening of ties between the country and the UAE. It is a recognition of the country’s increasing focus on renewable energy and its commitment to delivering on the nation’s ambitious clean energy targets. Our office will enable Masdar to work closely with the government and other stakeholders to accelerate the growth of Azerbaijan’s clean energy sector.

Globally, the renewable energy sector is experiencing unprecedented growth – with renewables accounting for more than 80 percent of all additional new power generation capacity in 2022. However, as was made clear at COP27 in Egypt last year, much more needs to be done if a future climate crisis is to be avoided. The development of renewable energy varies significantly from region to region, and country to country. With a track record in commercializing clean energy, Masdar is committed to supporting Azerbaijan and other countries scale up their renewable energy technologies and decarbonize their economies.

CE: Azerbaijan is pursuing a national target of producing 30 percent of its domestic power needs from renewable energy sources by 2030. How is Masdar committed to supporting this vision?

Murad Sadikhov:  Azerbaijan has been known as the birthplace of the oil industry since ancient times. The first industrial method of extracting oil was introduced in 1846, when a well in the Bibiheybat oil field was drilled to a depth of 21 meters. During the early stages of the oil industry, Azerbaijan was the testing ground for most of the innovations in the field. Presently, Azerbaijan is a dependable supplier of conventional energy resources to the global market, with a determined leadership that is committed to developing a clean and sustainable energy sector in the country.

Azerbaijan plans to increase its installed power capacity to 30 percent from renewable sources by 2030, in order to diversify its economy and reduce greenhouse gas emissions. The Government has targeted developing renewable energy sources as a strategic priority for the country’s development and is looking to become a center of renewable energy and a reliable clean energy exporter.

Despite having the world’s seventh largest reserves of oil and natural gas, the UAE has taken bold steps to diversify its energy mix and economy and is a global leader in clean energy. Masdar is aiding Azerbaijan in its efforts to integrate renewable energy technologies into its economy and make significant progress in this field.

In 2022, Masdar signed two implementation agreements with the Ministry of Energy of the Republic of Azerbaijan to develop renewable energy projects with a combined capacity of 4 GW which included the development of 1 GW of onshore wind, 1 GW of onshore solar photovoltaic (PV) and 2 GW of offshore wind projects.

Jointly with Azerbaijan counterparts from Ministry of Energy, SOCAR and Azerenergy, Masdar is leading a group of reputable international and local experts to work out a detailed master plan for the improvement and resilience of the national grid and to foster interconnections with neighboring countries. This comprehensive clean energy export strategy will contribute to Azerbaijan’s ambition to diversify its economy and create a solid basis for clean energy export in the years to come.  

Masdar also has a series of projects under development to support Azerbaijan achieve its decarbonization objectives. At Abu Dhabi Sustainability Week (ADSW) earlier this year, Masdar signed an initial joint development agreement with SOCAR to develop significant solar and wind capacity, in addition to establishing integrated offshore wind and green hydrogen projects. Through these strategic investments and partnerships, Masdar is committed to enabling Azerbaijan to succeed in delivering its clean energy targets and a sustainable future for its people.

CE: What are the opportunities for renewable energy development in Azerbaijan?

Murad Sadikhov:  By setting its 2030 clean energy target, the government has created significant opportunity for Azerbaijan to diversify its economy and secure sustainable, reliable, and affordable power for its people and industries.

At Masdar, we see the untapped potential the country has to offer and believe there is ample opportunity to develop a vibrant renewable energy sector, harnessing the country’s natural resources through multiple clean technologies.

Azerbaijan has several growth areas that we are interested in, including onshore and offshore wind, solar, and green hydrogen. The country’s geographic location on the Caspian Sea, allows for natural resources to be easily leveraged to diversify the nation’s energy portfolio.

International public and private sector investment will play a key part in enabling Azerbaijan to access the capital and technologies required to develop its renewables sector in addition to increase its economic competitiveness. As a leading global energy company, Masdar can support Azerbaijan develop its renewables sector not only through providing finance, but also through sharing extensive technical knowledge through its legacy in delivering innovative clean energy solutions.

CE: There has been a lot of Masdar activity in Azerbaijan recently. Could you please provide an overview of the various Masdar projects currently underway in Azerbaijan?

Murad Sadikhov:  Masdar has a number of exciting projects planned and underway in Azerbaijan across a range of renewable energy technologies. To date, joint development agreements have been signed for wind and solar projects, and integrated offshore wind and green hydrogen projects with a total combined capacity of 4 GW. The projects are part of a larger agreement with Azerbaijan’s Ministry of Energy to develop a renewable energy program, on a bilateral basis, with a total capacity of 10 GW.

Already under development is the 230 megawatt (MW) Garadagh Solar PV Plant. The plant will help to generate half a billion kilowatt-hours of electricity annually, which is enough to meet the needs of more than 110,000 homes. Furthermore, the plant will reduce emissions by more than 200,000 tonnes a year and help create valuable jobs for the local market. The Garadagh project is Azerbaijan’s first foreign investment-based independent utility scale solar project, structured as a public-private partnership.

CE: Expanding the renewable energy sector globally is of critical importance. What is Masdar doing internationally to facilitate the energy transition?

Murad Sadikhov:   As a global clean energy leader, Masdar is proud to be active in more than 40 countries across six continents and is committed to investing in worldwide projects with a combined value of over US$30 billion. With a goal of achieving 100 GW renewable energy capacity and green hydrogen production of 1 million tonnes per annum by 2030, we are helping to spearhead the UAE’s Net Zero by 2050 Strategic Initiative and the global energy transition.

Masdar’s establishment and evolution are part of a cycle of growth and innovation that was set in motion by the UAE’s visionary leadership. Late last year, we announced the completion of a new structure which unites three UAE energy champions - Mubadala, ADNOC, and TAQA - as shareholders in Masdar. This new global clean energy powerhouse is able to harness decades of experience across various technologies to enable Masdar to achieve its growth targets and emerge as a global leader in clean energy and green hydrogen.

CE: This year marked the 15th year of Abu Dhabi Sustainability Week, what is the importance of such events for international partnerships?

Murad Sadikhov: ADSW is rooted in the firm belief that global challenges can only be addressed through collaboration, therefore opportunities like these are crucial to drive momentum and action. ADSW plays a vital role in bringing together heads of state, policymakers, industry leaders, civil society, investors and entrepreneurs from all regions of the world to discuss, engage in, and debate climate action and innovations that can deliver a sustainable future for all. 

ADSW 2023 was attended by the President of Azerbaijan, HE Ilham Aliyev who delivered a keynote address. Alongside this, Masdar signed a joint development agreement with the State Oil Company of the Republic of Azerbaijan (SOCAR), for onshore wind and solar projects, and integrated offshore wind and green hydrogen projects, with a total combined capacity of 4 GW.

Heydar Aliyev was a great and visionary leader who played a crucial role in the formation of modern Azerbaijan. One of his most notable achievements was the development of the Port of Baku, which has become a vital transportation hub and economic center in the region. Under his leadership, the port underwent significant modernization and expansion to meet international standards, contributing to Azerbaijan’s emergence as a logistics center and a crucial link in the transportation of oil and gas from Azerbaijan to world markets.

President Ilham Aliyev is continuing Heydar Aliyev’s legacy by transforming Azerbaijan into a trade and logistics hub for the region, with modernizing and expanding the Port of Baku as a key pillar of this invaluable strategy. This modern hub strategy, based on the heritage of National Leader Heydar Aliyev, aims to reduce the country’s dependence on oil and gas exports and increase its role in global connectivity as a key player in regional trade and commerce. The Port of Baku holds immense potential for the country’s economic growth and prosperity and is a critical component of Azerbaijan’s continued development and progress.

Under Heydar Aliyev’s leadership, the Port of Baku underwent significant modernization and expansion in the 1970s, 1980s, 1990s, and early 2000s. His vision for the development of transport and logistics infrastructure was one of the pillars of Azerbaijan’s socio-economic policy. He oversaw the modernization of transport infrastructure in the country to meet international standards, including the reconstruction of the Port of Baku as part of the East-West and North-South transport corridors, and the construction of the Baku Marine Terminal 52 years ago. To ensure the project’s success, modern equipment was installed at the Port of Baku, and port terminals and facilities were constructed to meet modern standards.

The Port of Baku has a long-standing historical significance, dating back to ancient times. Today, it serves as a vital sea gateway for the region and has contributed significantly to Azerbaijan’s growth as an international transport hub and logistics center. Its strategic location also makes it a major transfer point for various trade and commerce activities.

The revival of the ancient Silk Road has made Azerbaijan’s maritime transport an important means of transit between Europe and Asia and has further increased the importance of the Port of Baku, located at the crossroads of the West and East. The development of transport infrastructure across land and water in the South Caucasus, especially in Azerbaijan, and the revival of the shortest transport corridor between Europe and Asia, will result in the region’s integration into the West, as well as a transport network for economic development.

National Leader Heydar Aliyev’s leadership brought about significant changes and developments at the Port of Baku, a period that specialists refer to as a time of «technical development and progress in Azerbaijan.» The port’s growing importance was closely linked to the country’s industrial progress. Between 1971 and 1985, Azerbaijan exported 350 different products to 65 countries, reflecting the port’s pivotal role in the country’s economic development.

Obtaining modern loading and unloading equipment and cranes from foreign countries, such as Yugoslavia, Poland, Finland, Norway, France, Holland, and Germany, was a challenging task that required approval from the central administrative structures of the USSR. Nevertheless, Heydar Aliyev’s unwavering determination and strong leadership ultimately led to the successful acquisition of the necessary equipment. Under the visionary leadership and guidance of Heydar Aliyev, the Port of Baku witnessed a transformative era of development that laid the foundation for substantial growth within the port industry of Azerbaijan. This remarkable progress was made possible through the collaborative efforts of numerous state structures and organizations, working together to implement a range of infrastructure projects at the port.

These fundamental improvements have brought about a remarkable transformation of the Port of Baku, positioning it as a vital maritime gateway for the country. The port’s strategic advancements have played a pivotal role in establishing Azerbaijan as an internationally recognized transport hub and a prominent trade center on a global scale.

The absence of a Marine Terminal at the Port of Baku posed a significant challenge. Recognizing the urgency of the situation, Heydar Aliyev tasked architects with proposing a project for a new marine terminal facility. The new Baku Marine Terminal was officially opened on July 1st, 1971, after additional quay works, with Heydar Aliyev himself in attendance. It quickly became the most modern and multifunctional port in the Caspian Sea basin, addressing the pressing need for a marine terminal in the region.

The Baku Marine Terminal, an impressive example of modernist Soviet architecture, was presented as a model building to other river and seaports in the USSR, cementing Heydar Aliyev’s legacy as a visionary leader. The new terminal not only improved passenger transport but also boosted the country’s economic growth by increasing the flow of goods and passengers between Azerbaijan and other countries.

Heydar Aliyev’s unwavering commitment to Azerbaijan persisted even after his appointment as the first deputy Chairman of the USSR’s Cabinet of Ministers in 1982 and his high-level appointment to work in Moscow. Despite his union-level responsibilities, Heydar Aliyev remained steadfast in his efforts to resolve issues in Azerbaijan. He oversaw the acquisition of 17 cranes, 23 provision, 12 passenger, 9 firefighting, and other ships, along with the installation of the necessary infrastructure at the Port of Baku.

By the late 1980s, the Port of Baku had undergone significant expansion to include the main cargo terminal, ferry terminal, cargo area, and two oil terminals. Heydar Aliyev’s attention and care were instrumental in the significant progress that the Port of Baku made between 1969 and 1987, establishing it as a crucial sea gateway and contributing to Azerbaijan’s emergence as an international transport hub and commerce center.

Heydar Aliyev returned to Azerbaijan in response to the great demand of the Azerbaijani people. He was elected President of the Republic of Azerbaijan on 3 October 1993 through a popular vote. Upon assuming office, he quickly restored stability and created conditions for economic revival by taking bold political steps to attract foreign investment.

The signing of the «Contract of the Century» on 20 September 1994 marked the beginning of a new national oil strategy in the history of independent Azerbaijan. The agreement brought in significant foreign investment and led to the development of Azerbaijan’s offshore oil fields, boosting the country’s economy and creating employment opportunities.

During this period of revival, the Port of Baku also underwent significant changes. It became a vital link in the transportation of oil and gas from Azerbaijan to world markets, resulting in increased activity and revenue. Additionally, the port’s infrastructure was modernized, and new facilities were constructed to accommodate the growing demands of the shipping industry.

Under Heydar Aliyev’s leadership, the Port of Baku underwent significant changes, leading to Azerbaijan’s emergence as an international transport hub and transportation center. Heydar Aliyev initiated the TRACECA program, also known as the «New Silk Road,» which marked the beginning of a new stage of transport relations for Azerbaijan with Central Asia, the Caucasus, and Europe. The program aimed to support political and economic independence through alternative transportation routes and establish a fast and affordable transportation corridor from Europe to Central Asia across the Black Sea and the Caucasus.

Thus, work on the corridors necessitated official recognition of international port status for the Port of Baku. The Baku International Sea Trade Port’s (the Port of Baku) charter was adopted on 28 November 1994 by decision no. 407 of the Cabinet of Ministers of the Republic of Azerbaijan, enabling the port to operate as a legal entity and self-finance with its own complete financial accounts.

The Port of Baku has played a crucial role in expanding Azerbaijan’s trade relations with other countries. Reconstruction work at the port, within the TACIS – TRACECA program of the European Commission, commenced in 1996, and in 1998, a new container terminal was inaugurated at the port. The Port of Baku was awarded the Euromarket-98 award by the European marketing research center in Brussels.

The economic reforms initiated by the National Leader Heydar Aliyev, and continued by his worthy successor Ilham Aliyev, the current President of the Republic of Azerbaijan, have achieved great success. President Ilham Aliyev of the Republic of Azerbaijan made a bold and visionary decision to relocate the Port of Baku facilities from the crowded downtown area to Alat Settlement, about 65 km south of the capital. This strategic move has not only decongested the city center, but also allowed for the creation of a modern and efficient sea trade port.

Alat Settlement is an ideal location for the new port, as it sits on the Caspian Sea and is strategically located at the intersection of major transport corridors, including the North-South and East-West routes. This makes it a crucial hub for connecting not only Azerbaijan, but also Central Asia, Europe, and beyond.

The new Baku International Sea Trade Port complex covers an area of 400 hectares and has an annual capacity of 15 million tons, including 100,000 TEU containers. It boasts 13 cargo quays, two ferry quays, and two Ro-Ro quays, as well as a universal dry cargo and container terminal consisting of seven quays. The port’s infrastructure includes modern equipment, warehouses, border and customs service points, and an international passenger terminal is also in the works.

President Aliyev’s foresight and strategic vision has enabled the Port of Baku to take its rightful place among the ports of developed countries. The relocation to Alat Settlement has not only modernized the port but has also further enhanced Azerbaijan’s role as a crucial transportation hub in the region.

As 2023 marks the 100th birthday anniversary of National Leader Heydar Aliyev, President Ilham Aliyev has declared it the ‘Year of Heydar Aliyev’ in Azerbaijan, emphasizing the profound impact of Heydar Aliyev’s leadership on the country’s progress and development. Heydar Aliyev’s strategic vision has positioned Azerbaijan as a logistics center in the Caspian Sea basin and the wider region, with significant global impact, including in the Eurasian space. The enduring legacy of the Great Leader continues to serve as an inspirational force, guiding and shaping the continuous development of the Port of Baku both in the present and for the future.

Under the leadership of President Ilham Aliyev the Port of Baku’s future is promising, with a strong commitment to continued expansion and development through innovative partnerships and strategic investments. Its prime location in Alat Settlement, coupled with modern infrastructure and state-of-the-art facilities, makes it a key player in the region’s logistics and transportation sector, with the potential to become a major hub for trade and commerce between Europe and Asia.

The Port of Baku has a strong commitment to sustainable development and environmental protection. As the first Green Port of the region, the port has been awarded the ECO Port certificate for its efforts to reduce environmental impact and increase efficiency. The port is also a member of the UN Global Compact and has developed a Climate Action Plan that prioritizes sustainability while promoting resilient economic development. The port’s commitment to sustainable growth is further demonstrated through its pursuit of public-private partnerships to develop new facilities such as a fertilizer terminal and a grain terminal. These expansion projects are expected to enhance the port’s capacity and its role as a crucial link in the international logistics network connecting Europe and Asia.

Under Heydar Aliyev’s visionary leadership, Azerbaijan was transformed into a centerpiece of trade and logistics, strategically positioned on the global stage for increased connectivity. Today, President Ilham Aliyev successfully continues to execute this invaluable strategy, positioning Azerbaijan as a key player in global connectivity and paving the way for success beyond the oil era. The Port of Baku, as a key infrastructure project, has become a symbol of this success, with its strategic location and ambitious expansion plans signaling a bright future for Azerbaijan’s economic growth.

This year marks the 100th birthday anniversary of the National Leader Heydar Aliyev, and President of the Republic of Azerbaijan Mr. Ilham Aliyev signed an order declaring 2023 the ‘Year of Heydar Aliyev’ in the country.

Azerbaijan’s economy has been on a steady upward trajectory since 2005. It has positioned itself as a strategic transportation hub between Europe and Asia. The economy grew 6.3 times between 2004 and 2021. During the same period, strategic foreign exchange reserves grew 28.4 times.

At the same time, the Alat Free Economic Zone (AFEZ) was created by the Decree of the President of the Republic of Azerbaijan dated May 22, 2020.

And now it is time to share the vision for AFEZ, the strategic intent in developing the free zone, the type of investors it will attract, the rationale for choosing this location and the economic benefits that will flow from this for investors, the country, and the people of Azerbaijan.

AFEZ is being established in the vicinity of the Baku International Sea Trade Port. This strategic geographic location will serve as a regional investment hub and boost competitiveness in the East-West and North-South international transport corridors. It will intensify local and foreign investment in the country’s non-oil sector.

Strategic Intent

It is time to turn the concept of AFEZ into reality. To do this the Alat Free Economic Zone Authority (AFEZ Authority) will focus on and meet the needs of investors by delivering a world class place to do business:

• with a strategic geographic location next to global transport corridors;

• using multi-modal transport connections to create a sustainable regional advantage based on a regulatory, operating and business environment that is investor-friendly.

Most important of all is the free zone’s investor-centric mind set and approach.

The AFEZ Authority will be selective and careful in its application of this approach to investors. At the same time, it will select and meet investor needs in a way, which adds value for the economy and the people of Azerbaijan. This means that AFEZ will serve the needs of national and foreign investors who will:

• engage in high value-added and export-oriented manufacturing and internationally traded services, using innovative technologies and approaches to work in accordance with best international standards;

• generate additional value to non-oil sectors of economy.

To ensure this vision is brought to reality, the President of the Republic of Azerbaijan has given full backing to the development of AFEZ as a world class investment location. The task of planning, developing, and managing AFEZ has been entrusted to the AFEZ Authority, which has been established for this purpose.

Legal Basis for AFEZ

The legal framework for the development, operation, and governance of AFEZ based on the LAW OF THE REPUBLIC OF AZERBAIJAN on the Alat Free Economic Zone (AFEZ Law) adopted by the Parliament and signed by the President of Azerbaijan as a prevailing law of the Republic of Azerbaijan and internal regulations of AFEZ issued by the AFEZ Authority, and these internal regulations are integral part of AFEZ legislation. The Law of the Republic of Azerbaijan on the Alat Free Economic Zone declares that AFEZ legislation, which consists of AFEZ law and internal regulations, is taking precedence over base economy legislation.

The AFEZ legislation has been prepared from the perspective of potential investors and best international practice.

To clearly demonstrate precedence of AFEZ legislation over base economy legislation and exclude possibility of any conflicts, misunderstandings, contradictions in the interpretation of the provisions of AFEZ legislation and base economy legislation, relevant amendments were made and adopted by the country’s Parliament in constitutional law on normative-legal acts, in tax, customs, licensing, labor, dispute resolution and other (more than 80) laws of the Republic of Azerbaijan and these amendments clearly acknowledge that AFEZ legislation takes precedence over those laws of base economy.

In addition to that, AFEZ Law clearly declares that base economy authorities:

• shall not have any jurisdiction in the AFEZ and,

• shall not have any power to regulate or oversee the activities of the AFEZ Authority or AFEZ Legal Entities (i.e., businesses established by investors) and owners, creditors, employees of these legal entities.

In short, the legislation of base economy of Azerbaijan is not valid in AFEZ and for subjects of AFEZ (of course, except criminal law and anti-money laundering law).

Internal regulations, developed and approved by the AFEZ Authority are integral part of AFEZ legislation; and main purpose of these internal regulations is to create the best possible business environment for its investors.

There is a set of fit for purpose regulations, which will guide day-to-day activities in AFEZ in compliance with both policy goals and the AFEZ Legislation.

Target Clients

As already stated, the AFEZ Authority will be selective and careful in its approach to investors and will attract businesses engaged in high value-added and export-oriented manufacturing and internationally traded services, using innovative technologies and approaches to work in accordance with best international standards.

The masterplan for AFEZ has also been designed to allow easy movement of people and goods to and from AFEZ. The main entrance and exit points will use smart technology to allow efficient customs control of people and goods.

In summary, while most of the investment, export and employment will be generated by AFEZ legal entities, success of AFEZ will come from a planned mix of foreign and local investors and people, all combining to deliver an investor-friendly and value-added business location.

Benefits for Investors

The business-friendly environment and access to large international markets available from AFEZ’s multi-modal location creates real value for investors. In addition, and in line with international benchmark locations, the AFEZ Authority will offer a package of fiscal and non-fiscal incentives to businesses established in AFEZ:

Tax exemption

One of the key benefits is the absence of any tax on a business in AFEZ. A qualified business in AFEZ is not required to pay a value-added tax, withholding tax or any other corporate taxes. Employees will be exempted from personal income tax if the monthly salary does not exceed 8000 manat – approximately 4700$. Social security payments for foreign skilled personnel are optional and for local personnel are obligatory. Import of any products or services by AFEZ legal entities from a foreign country to the AFEZ and export of any products and services by AFEZ legal entities from the AFEZ to a foreign country are exempt from customs duties and taxes, including value-added taxes.

No restriction on foreign ownership

There is no restriction on foreign ownership of AFEZ legal entities. A foreign parent company can own 100% of the shares in the AFEZ legal entity. A foreign company can successfully carry-on business without a requirement for a local partner.

Additional benefits

• trade facilitation-based customs regime;

• investor property is immune from nationalization or other restrictions;

• no restrictions on foreign currency or profit repatriation;

• voluntary participation in state social protection fund for foreign employees;

• ease of access to visas for foreign nationals;

• on-site one-stop shop business centre for appraisal and licensing, permitting, etc. (without any base economy authorities or agencies involvement);

• industrial training centre;

• independent regulatory authority;

• independent dispute resolution procedures in accordance with best international standards;

• internal regulations in accordance with best international standards;

• full investor protection;

• full protection of intellectual property rights.

Continuing investor support

These incentives will also be available to support the subsequent expansion and growth of its clients’ businesses into the future. The success of AFEZ will arise not only from attraction of new investors, but also from a consistent programme of engagement and aftercare with companies after they locate at AFEZ. So, what has been said earlier: the AFEZ Authority is investor-centric in its approach. That is a core principle for the AFEZ Authority from the most junior to the most senior staff member and all in between. A client of AFEZ is a client for life.

Access to skilled labour

Azerbaijan’s energy, light and heavy manufacturing industries have helped to create an army of individuals with professional skills and competencies. Further, Azerbaijan’s educational system and, generally, its business environment has encouraged attaining the level of education required for any work condition. This labour force, committed to investor’s business needs, is part of the incentive package.

In summary, the combination of AFEZ fiscal incentives, trade facilitation measures, industrial skills development opportunities and a business-friendly operating environment will provide companies from around the world with a cost competitive and strategic location for serving regional and international markets.

Benefits for the people of Azerbaijan

AFEZ also provides opportunity for the people of Azerbaijan. Indeed, anything that is done in AFEZ is really done for the benefit of the entire country of Azerbaijan and its population.

Firstly, AFEZ intends to create jobs for thousands of citizens of Azerbaijan. The number of new jobs is expected to multiply every year. But not just any jobs - the jobs that pay well and allow people to work and improve in a business environment that encourages innovation and new management styles.

There are plans for industrial training facilities on-site at AFEZ. These facilities will train local personnel and prepare them for new challenges. In the meantime, work will be carried out with vocational and higher education training institutions in the rest of Azerbaijan to ensure that they are producing the skilled workforce needed by AFEZ investors. This will enable creating and providing potential and existing clients with an active database of current and available skills.

This approach will ensure that citizens of Azerbaijan, who are active in AFEZ gain training and valuable experience necessary to be successful in internationally competitive businesses.

Investor - Friendly Property Solutions

In addition to business-friendly services and incentives, AFEZ will provide to investors and their employees a modern and fit for purpose-built environment and property solutions.

AFEZ will initially occupy a total site area of approximately 850 ha, spread over three zones. Zone 1 (206 ha), Zone 2 (433 ha) and Zone 3 (211 ha) are in the vicinity of the Baku International Sea Trade Port, adjacent to internationally connected railway, and highway lines.

The development strategy being implemented by the AFEZ Authority is to build out AFEZ infrastructure and facilities in phases. The first phase of development covers initial 60 ha (Phase 1) area of FEZ 1 that was constructed on a high-profile site adjacent to the highway, railway and the Baku International Sea Trade Port. Phase 1 includes five distinct components:

• The Customs Plaza and main entrance to the AFEZ;

• The AFEZ Authority Building, and one-stop shop business centre;

• Advance office accommodation for investors;

• Ready-to-use plots for investors to lease;

• Utility Services centre.

The physical development program is on schedule. In addition, to meet the needs of FEZ’s customers in logistics-transportation services, there will be two logistics-transportation centers established: one on the territory of 50,000 square meters for goods, transported by road and the second on the territory of 160,000 square meters for goods transported by rail.

Bringing positive experience from the oil and gas industry to AFEZ

Azerbaijan’s approach to its oil and gas industry is a testament to how promises given to investors are kept.

For over 25 years they have provided solid protection to investors and their investments in oil and gas projects. This principle has never been violated and stood the test of time. This approach is a positive proof that Azerbaijan has previously created a favourable regime for the investors and does not violate its obligations.

This principle and practice from the oil and gas industry will be brought to AFEZ.

Concluding Remarks

AFEZ has two goals, both of which are crucial.

First, the best possible business environment will be created for clients, so that they have all they need to successfully establish and develop their businesses in AFEZ and at the same time AFEZ will support expansion and growth of businesses of its clients into the future.

Secondly, the AFEZ Authority wants to demonstrate to the people of Azerbaijan what the transition to an internationally competitive and knowledge-based economy means in practice, to support and assist its entrepreneurs, its business entities to learn and practice a new business culture, new technologies, generate innovative enterprises to create real value for the economy and the people of Azerbaijan.

Как продолжение этой успешной политики, инициатива последователя его политического курса Президента Ильхама Алиева по созданию в 2007 году специализированного Треста «Комп­лексные буровые работы» (CDWT) SOCAR в качестве отдельного учреждения и включение Треста в список всемирно известных компаний уже сегодня приносит свои плоды.

В процессе превращения нефтяных доходов в человеческий капитал на первый план выдвигалось развитие бурового ремесла и подготовка квалифицированных кадров для выполнения буровых работ с современным подходом, и, как закономерный результат этого, CDWT с момента его основания последовательно добивался высоких результатов благодаря как применяемым в производстве современным технологиям, так и квалифицированному кад­ровому потенциалу. За период своей деятельности до настоящего времени Тресту удалось провести более 1681000 метров буровых работ на сложнейших месторождениях, пробурить и сдать заказчикам более 1040 нефтяных, газовых и разведочных скважин. Оценив свои возможности в продолжении и диверсификации этой цепочки успехов, Трест, как SOCAR CDWT, представил свои предложения на тендер, объявленный в 2021 году региональным инженерным управлением нефтяной корпорации Турецкой Республики (TPAO) на бурение разведочных скважин на территории Турции, приняв участие в конкурсе вместе со многими всемирно известными компаниями. SOCAR CDWT успешно прошел этап оценки и был объявлен победителем тендера благодаря техническому и ценовому предложениям, подготовленным его профессиональной командой.

Согласно условиям тендера, на территории провинции Батман Турецкой Республики предполагается пробурить 8 разведочных скважин проектной глубиной 2600 метров. Для реализации проекта на производственный участок были мобилизованы две современные буровые установки марки ZJ-50 грузоподъемностью 300 тонн, оснащенные системой верхнего привода. В настоящее время на каждой установке работают по 50 сотрудников. Для них были созданы соответствующие современным стандартам условия труда, и их деятельность была легализована путем получения соответствующих разрешений на работу. Кадровый потенциал, сформировавшийся в результате опыта, накопленного за 15-летний срок деятельности, и современное техничес­кое оснащение позволяют Тресту выполнять работы надлежащим образом, в соответствии с требуемыми условиями, и добиваться удовлетворенности клиентов.

На данный момент в рамках проекта в Турции пробурена и сдана заказчику одна скважина, и продолжается бурение второй скважины. Для бурения третьей скважины буровая установка будет мобилизована на месторождение «Карабах», расположенное в Диярбакыре (Турция).

Удовлетворенная сотрудничеством с SOCAR CDWT, компания TPAO пригласила Трест вновь принять участие в тендере, проводимом в 2023 году, для реализации новых проектов. Были поданы техническое и ценовое предложения в соответствии с условиями конкурса, и ожидается официальное объявление его результатов. Первая национальная буровая компания, Трест «Комплексные буровые работы», до 2022 года вносившая свой вклад только на внутреннем рынке деятельности, эффективно воспользовалась созданными возможностями и впервые вышла за пределы страны, начав работу на благо братской Турции.

Наряду с этим, в конце 2022 года SOCAR CDWT выиграл тендер, объявленный Taghiyev Operating Company Limited, дочерней компании GL International LTD, и Тресту было поручено бурение 3-х скважин в районах Бузовна-Маштага и Гала.

Since the advent of his rule, the activity of the founder of modern Azerbaijan, the National Leader Heydar Aliyev, aimed at developing the oil industry constituting the backbone of the country’s economy, has shortly formed the basis for the recognition of Azerbaijan as a strong and independent state throughout the world. As a continuation of this successful policy, the follower of his political course, President Ilham Aliyev’s initiative to found SOCAR’s specialized Complex Drilling Works Trust (CDWT) in 2007 as a separate institution and insert it in the list of globally recognized companies is already bearing fruit.

Developing drilling craft and training qualified specialists to perform drilling operations with a modern approach have been placed at the forefront in converting oil revenues into human capital, and as an expected result, CDWT has consistently achieved high results since its establishment thanks to both state-of-the-art technologies implemented in production and qualified staff. For the period of its activity to date, the Trust has managed to perform more than 1,681,000 m of drilling in very complex fields, drill more than 1,040 oil, gas, and exploration wells, and hand them over to customers. Having assessed its opportunities in continuing and diversifying this chain of success, the Trust submitted its bid as SOCAR CDWT for a tender announced in 2021 by the Regional Engineering Office of the Turkish Petroleum Corporation (TPAO) of the Republic of Türkiye for drilling exploratory wells in Türkiye, competing with many world-famous companies. SOCAR CDWT successfully passed the evaluation stage and was declared the winner of the tender thanks to the technical bid and quotation prepared by its professional team.

The tender terms suppose drilling 8 exploration wells with a design depth of 2,600 m in the territory of the Batman Province of the Republic of Türkiye. To implement the project, two modern ZJ-50 drilling rigs with a lifting capacity of 300 tons, equipped with a top drive system, were mobilized to the production site. Currently, 50 employees work at each rig. They were provided with labor conditions corresponding to modern standards, and their activity was legalized by obtaining appropriate work permits. The staff, formed as a result of the experience accumulated over the 15 years of activity, and modern technical equipment allow the Trust to properly perform work according to the requirements and achieve customer satisfaction.

To date, as part of the project, one well has been drilled and handed over to the customer in Türkiye, and the drilling of the second one is underway. To drill the third well, the drilling rig will be mobilized to the Karabakh field in Diyarbakir (Türkiye).

Satisfied with the cooperation with SOCAR CDWT, TPAO invited the Trust to take part in the tender for the implementation of new projects in 2023. A technical bid and quotation have been submitted according to the tender terms, and the official announcement of its results is forthcoming. The first national drilling company, Complex Drilling Works Trust, which contributed only to the domestic market until 2022, effectively took advantage of the opportunities created and for the first time, expanded its activity beyond the country’s borders for the benefit of fraternal Türkiye.

Herewith, at the end of 2022, SOCAR CDWT won the tender announced by Taghiyev Operating Company Limited, a subsidiary of GL International LTD, and was charged with drilling 3 wells in the Buzovna-Mashtaga and Gala regions.

As a team of the Integrated Drilling Works Trust, we have set the goal to meet the trust bestowed upon us and take our place among globally recognized drilling companies under the SOCAR brand.

Разработанная великим лидером нефтегазовая стратегия мирового значения сегодня стала символом того, что Азербайджан, как независимое государство, является обладателем своего национального богатства, что наша экономика вошла в мировую экономику, что наша страна пережила политический, экономический и социальный кризисы, начавшиеся в начале 90-х годов, и что самое главное, что в начале XXI века начался процесс создания высокоразвитого, прочного демократического азербайджанского государства.

Благодаря его принципиальной позиции и настойчивости, 20 сентября 1994 года во дворце “Гюлистан” в Баку было подписано международное соглашение с 11 крупными нефтяными компаниями из 8 стран мира, получившее название “контракт века”. Тем самым был заложен прочный фундамент интеграции Азербайджана в мировую экономическую систему и энергетической безопасности страны.

Нефтяные доходы идут на повышение социального благосостояния граждан Азербайджана, улучшение условий жизни беженцев и вынужденных переселенцев, благоустройство всех районов и городов, поселков и сел, строительство дорог, новых мостов, школ, больниц, учреждений здравоохранения, культурных центров, строительство парков и аллей, цент­ров отдыха.

Сегодня в прогрессе нашей страны стоят именно идеи Гейдара Алиева. Нынешнее богатство, возрождение Азербайджана стало возможным благодаря тому, что идеи Общенационального лидера нашли свое реальное подтверждение. Дальновидность, мудрость и самоотверженность Гейдара Алиева сделали его вечным лидером азербайджанцев всего мира. А его жизненный путь стал ярчайшим примером служения родине и народу. Не случайно его фраза «Я горжусь тем, что я азербайджанец» уже стала главным девизом жизни азербайджанцев мира. Цитата «Пока есть Азербайджан, буду и я», вошедшая золотыми буквами в нашу историю, является подтверждением вечности общенационального лидера.

Крупные инвестиции, направленные в экономику Азербайджана в рамках «Контракта века», положительно отразились во многих сферах экономики, в том числе значительно улучшили газоснабжение страны, была усовершенствована система газификации, в результате проведенных технологических и технических мероприятий увеличились объемы добываемого и поставляемого газа. Одновременно проводилась реконструкция существующих газовых сетей, осуществлялось строительство и модернизация магистральных газопроводов.

В результате усилий Общенационального лидера Гейдара Алиева важные мероприятия, проводимые в газовом хозяйстве страны, позволили увеличить добычу и, как следствие, существенно улучшить обеспеченность населения голубым топливом.

В результате целенаправленных работ, проведенных в период деятельности ПО «Азеригаз», то есть с 2009 года по настоящее время, были проложены новые газопроводы протяженностью 55910 километров, капитально отремонтированы газопроводы протяженностью 11692 километра, газифицированы и обеспечены природным 1699 населенных пунктов. В целом по республике количество абонентов, обеспеченных природным газом, достигло 2529625, из которых 2489190 - абоненты среди населения и 40435 – другие абоненты. За январь-март текущего года было зарегистрировано 19877 абонентов.

Отметим, что в январе-марте 2023 года 82,8 процента от общего числа зарегистрированных абонентов среди населения использовали природный газ по низким тарифам. Число абонентов, превысивших установленный лимит составило 17,2 процента от общего числа абонентов.

В указанный период 415 мечетям и религиозным храмам, действующим на территории республики, был выделен лимит на безвозмездное использование природного газа из расчёта 5000 м3 в год.

В целях улучшения условий труда и обеспечения соблюдения правил охраны труда, охраны здоровья, безопаснос­ти, качества и пожарной техники в ПО «Азеригаз» SOCAR был проведен ряд работ в соответствии с требованиями «Единой системы управления охраной труда в нефтяной промышленности Азербайджана», экологического законодательства Азербайджанской Респуб­лики, международных стандартов. Так, в аппарате и подведомственных организациях объединения были проведены инструктажи для вновь принятых и сменивших работу в общей сложности 62 сотрудников, 6 вновь принятых руководящих инженерно-технических работников и рабочих прошли предварительную проверку знаний, 54 рабочих - повторную проверку знаний.

В целях проверки состояния условий труда в 1 квартале 2023 года в подведомственной организации объединения на основании плана работы на 2023 год постоянно действующей Комиссии (ПДК) по безопасности труда и отдела по охране здоровья, безопасности труда, окружающей среды и контролю качества (ОЗБТОСКК), созданной соответствующим приказом, проведено 3 проверки (Сальянское РУГ, Хачмазское РУГ и Бакинский региональный департамент по эксплуатации газа (БРДЭГ)), были приняты необходимые меры по устранению 39 выявленных несоответствий и оказана необходимая методичес­кая помощь соответствующим специалистам на местах.

В течение 1 квартала 2023 года на мес­те была обследована текущая ситуация в области улучшения условий труда, охраны труда, техники безопасности, охраны окружающей среды и качества на подведомственных газораспределительных станциях (ГРС) Сальянского, Хачмазского РУГ и БРДЭГ. В результате на 59 из 74 рассмотренных газораспределительных станций были приняты необходимые меры по устранению выявленных несоответствий.

Для защиты рабочих от опасных и вредных производственных факторов, снижения риска повреждений и профессиональных заболеваний, работникам ПО «Азеригаз» на основании «Норм бесплатной выдачи спецодежды и других средств индивидуальной защиты работникам Государственной нефтяной компании Азербайджанской Республики» было выдано 98 водонепроницаемых курток для инженеров и 1453 куртки для рабочих.

С целью обеспечения удобства в оплате все абоненты в стране полностью обеспечены газовыми счетчиками. В соответствии с утвержденной Стратегической дорожной картой в отношении коммунальных услуг Производственным объединением регулярно реализуется план мероприятий. Так, ежегодно за счет внутренних возможностей заменяется непригодное для эксплуатации оборудование на новое, ремонтируются и восстанавливаются газопроводы различного диаметра, строятся новые газопроводы. Одновременно ведутся проектные работы по поэтапной газификации новых негазированных жилых массивов в городе Баку и прилегающих поселках.

С целью достижения прозрачности и гражданского удовлетворения, минимизации служебно-гражданских отношений, с 2014 года все услуги, оказываемые Производственным объединением «Азеригаз» потребителям газа, осуществляются посредством центров «ASAN Xidmət» и «ASAN Kommunal», созданных по инициативе главы государства и ставших брендами Азербайджана.

В то же время, учитывая государственную поддержку развитию предпринимательства и удовлетворенности клиентов, начиная с октября 2021 года, руководитель объединения и другие должностные лица проводят акцию «открытых дверей» для представителей СМИ и НПО, отвечая на их воп­росы, а также обращения граждан через прямую трансляцию. В то же время ответственные лица объединения проводят в регионах акции «открытый микрофон», выслушивают проблемы как предпринимателей, так и граждан и принимают соответствующие решения. В первом квартале текущего года акция «открытый микрофон» была проведена в 53 населенных пунктах, 11 из которых с предпринимателями и 42 с гражданами. Также структурные подразделения объединения еженедельно выходят в эфир на передачах «Abonentin QAZanı» на телевидении «Реал» и «открытый микрофон» на радио «Asan», и в прямом эфире отвечают на интересующие граждан вопросы.

Одной из наших основных целей является интеграция колл-центра, оснащенного современными технологиями, действующего в производственном объединении «Азеригаз», с новым колл-центром «ASAN Kommunal». Данный проект будет способствовать обеспечению эффективности контроля и оперативному устранению вызовов различного характера и аварийных ситуаций участками по обслуживанию.

Следует особо подчеркнуть, что достигнутые успехи в газовом хозяйстве, успешно реализованная в республике программа газификации, обеспечение природным газом даже самых отдаленных сел стали возможны благодаря вниманию и заботе Президента Азербайджана Ильхама Алиева.

Очевидно, что такая большая работа стала возможной только в результате подготовленного плана с расчётом на будущее. И это еще раз показывает нам, каким великим политиком был Общенациональный лидер.

Одним из величайших достижений Общенационального лидера является воспитание целого поколения, способного продолжать блестящее служащие народу. Избрание нашим народом Президента Ильхама Алиева связано с его поддержкой политики Гейдара Алиева. Потому что именно глава государства Ильхам Алиев смог бы продолжить планы и идеи Гейдара Алиева в будущем.

Подарив азербайджанскому государству независимость, а народу - счастье, общенациональный лидер обрел вечность. Пока существует в мире азербайджанский народ, будет жить и Гейдар Алиев. Пока в мире существует независимое азербайджанское государство, будет  жить наш великий лидер. Идеи нашего Общенационального лидера Гейдара Алиева, основанные на национальных и общечеловеческих ценностях, под руководством Президента Ильхама Алиева еще много лет будут приносить успехи нашей стране.

Независимый Азербайджан – большой дар нашего Общенационального лидера Гейдара Алиева грядущим поколениям, а его богатое наследие – наше национальное достояние.

В этом году исполняется 100 лет со дня рождения Гейдара Алиева - нашего Общенационального лидера, основоположника новой нефтяной стратегии, гения мирового масштаба.

Времена, когда нашей страной руководил великий лидер, характеризуются как период возрождения и прогресса во всех областях, включая нефтяную отрасль. С приходом великого лидера Гейдара Алиева к руководству республикой в 1969 году нефтяная промышленность, испытывающая в те годы большие сложности, начала процесс укрепления кадровой и материально-технической базы и вышла на новый динамичный этап развития благодаря политике подготовки местных кадров и развития отечественного производства с привлечением в страну и внедрением передовых технологий того времени. Для правильной оценки подземных энергетических ресурсов страны, поиска и разведки новых месторождений нефти и газа в интервале глубины моря 80-350 мет­ров в 1970-1980 годах были закуплены и привезены в Азербайджан большегрузные подъемные краны, трубоукладчики, сейсморазведочные, пассажирские и другие суда, самоподъемные плавучие буровые установки типа «Хазар», полупогружные плавучие буровые установки типа «Шельф», и начаты работы. В результате было открыто 8 новых месторождений нефти и газа. Среди них следует отметить месторождения «Бахар», «Булла-Дениз», «Гюнешли», «Чыраг», «Азери» и «Кяпаз». В настоящее время большая часть добычи нефти и газа в стране приходится именно на эти месторождения.

Благодаря инициативе, решительности и влиянию Общенационального лидера Гейдара Алиева было принято решение о строительстве в Баку Завода глубоководных оснований, который планировалось построить в Астрахани, и в этих целях центральное советское правительство выделило 450 миллионов долларов США инвестиций, что в то время считалось довольно редким событием. Основанный в 1978 году и введенный в эксплуатацию в 1984 году завод, предназначенный для строительства платформ для добычи нефти и газа на глубоководных месторождениях, сыграл важную роль в реализации глобальных проектов в нашей стране в годы независимости.

Первоначальный период нашей независимос­ти в 90-е годы прошлого века характеризовался трудными моментами, и единственный выход из этой ситуации наш народ видел в руководстве страной Общенациональным лидером Гейдаром Алиевым. Взявший на себя управление нашим государством по просьбе и настоянию народа, великий лидер Гейдар Алиев в кратчайшее время положил конец хаосу в стране и, подготовив долгосрочную стратегию развития, развернул активную деятельность по восстановлению разрушенной экономики, решению социальных проб­лем, улучшению благосостояния граждан страны, обеспечению ее политического и военного возрождения. В рамках этой деятельности были проведены переговоры с международными неф­тяными компаниями об освоении запасов мес­торождений «Азери», «Чыраг» и «Гюнешли» (глубоководная часть), по результатам которых был заключен «Контракт века», сыгравший основополагающую роль в признании независимого Азербайджана на международной арене, повышении его авторитета, обеспечении его экономического возрождения, улучшении социального благо­состояния нашего народа, и стремительного развития нашей страны. В продолжение этого проекта был построен нефтепровод Баку-Тбилиси-Джейхан, целью которого является доставка нефти, добытой в рамках «Контракта века» на мировые рынки. В 1999 году было открыто одно из крупнейших в мире газоконденсатных месторождений «Шах Дениз» с запасами более 1 трлн. кубометров природного газа. Это послужило признанию нашей страны в мире как поставщика газа. Было начато проектирование «Южно-Кавказского газопровода», по которому газ с мес­торождения «Шах Дениз» в дальнейшем начал поставляться на мировые рынки сбыта.

Общенациональный лидер Гейдар Алиев всегда ценил труд нефтяников. Указом нашего великого лидера от 2001 года 20 сентября объявлен «Днем нефтяника», и мы ежегодно отмечаем этот день как наш профессиональный праздник.

Политический курс и стратегия развития страны, основа которых была заложена великим лидером Гейдаром Алиевым, с успехом продолжается его преемником, Президентом нашей страны Ильхамом Алиевым. Под руководством главы азербайджанского государства, успешно продолжившего новую нефтяную стратегию, разработанную нашим Общенациональным лидером, был реализован «Южный газовый коридор», который называют проектом 21 века. Сегодня основные сегменты «Южного газового коридора» - газопроводы TANAP и TAP представляют собой глобальные проекты, обеспечивающие диверсифицированную доставку азербайджанского природного газа через Турцию, Грецию и Албанию в Италию, а оттуда в другие европейские страны. Безусловно, эти и другие проекты, реализуемые под руководством Президента Ильхама Алиева, являются показателями большого успеха для нашей страны «Контракта века». Со временем мы станем свидетелями еще больших успехов, обусловленных «Контрактом века».

Правильная и успешная политика, проводимая Президентом страны Ильхамом Алиевым, обеспечила наше экономическое развитие и повысила наш авторитет в глобальном мире; были предприняты важные шаги в области строительства армии и завоевана победа в 44-дневной Отечественной войне. В результате, сегодня наш трехцветный флаг гордо развевается на наших землях, освобожденных от оккупации.

Объявление 2023 года «Годом Гейдара Алиева» в Азербайджанской Республике Указом нашего Президента Ильхама Алиева имеет исключительное значение в продвижении идей Гейдара Алиева.

Сегодня SOCAR, ставший нашим национальным брендом, успешно представляет страну на международной арене. Производственное объединение «Азнефть», являющееся частью семьи SOCAR и придерживаясь политического и стратегического курса великого лидера Гейдара Алиева, продолженного нашим Президентом Ильхамом Алиевым, всеми силами стремится достичь самых высоких технико-экономических показателей.

Объединение играет важную роль в энергетическом балансе нашей республики. ПО «Азнефть» обеспечивает 19,1% добываемого в стране нефтяного конденсата и 14,7% газа. Оно также удовлетворяет 43,7% потребностей страны в газе и 99,6% потребностей НПЗ страны. Для нас это предмет большой гордости. Конечно, этой положительной динамикой характеризуются и другие технико-экономические показатели. В 2022 году наш доход (5543 млн AZN) превысил запланированный уровень на 20% (на 914 млн AZN). Этот показатель на 11% выше в сравнении с доходами 2021 года (более чем на 555 млн AZN), на 65% выше в сравнении с доходами 2020 года (более чем на 2186 млн AZN), и на 44% выше больше в сравнении с 2019 годом (более чем на 1699 млн AZN). Безусловно, Производственное объединение «Азнефть» мобилизует все свои силы для достижения поставленных целей и в 2023, и в последующие годы.

Меры, реализуемые ПО «Азнефть» в ответ на вызовы современной эпохи, предпринимаемые шаги, используемое программное обеспечение, анализ и оценки дают реальные результаты. Происходящие в последние годы изменения на мировом рынке и цифровизация ускорили процесс внедрения новой техники и технологий и автоматизацию процессов в неф­тегазовой отрасли. Искусственный интеллект уже заменяет человеческий труд во многих областях. Цифровизация влияет на численность персонала, рабочие функции и методы выполнения работ. Развитие технологий создает новые рабочие позиции и ликвидирует некоторые старые, утратившие свою актуальность. Внедрение в связи с этим новых подходов и технологий, быстрая автоматизация процессов создают потребность в приобретении специалистами новых навыков в соответствии с меняющимися условиями. Внедрение каждой новой техники и технологий создает потребность в специалистах, умеющих работать с соответствующим оборудованием.

ПО «Азнефть» также руководствуется принципом саморазвития и быстрой адаптации к изменениям как в производственной, так и в непроизводственной сферах в целях надлежащего повышения квалификации специалистов и эффективности операций.

Independent Azerbaijan is a great gift from the national leader Heydar Aliyev to coming generations, and his rich legacy is our national treasure.

This year marks the 100th birthday anniversary of Heydar Aliyev – our National Leader, the founder of the new oil strategy, and the world-scale genius.

The times when the great leader headed our country are characterized as a period of revival and progress in all the spheres, including the oil industry. When the national leader Heydar Aliyev assumed leadership of the republic in 1969, the oil industry facing big challenges in those years started witnessing enhancement of its personnel and material-technical base, thus entering a new stage of dynamic development owing to the policy stipulating local HR trainings and national production development through introduction of new advanced technologies of that time. In 1970-1980 years, heavy cargo cranes, pipe layers, seismic survey vessels, passenger ships and other types of vessels, Khazar-type self-elevating floating drilling rigs, and Shelf-type semi-submersible floating drilling rigs were purchased and brought into Azerbaijan to conduct a proper assessment of underground natural resources of the country, including search and exploration of new oil-gas fields at the sea depth of 80-350m. As a result, discovered were 8 new oil-gas fields. Noteworthy among them are “Bahar”, “Bulla-Deniz”, “Gunashli”, “Chirag”, “Azeri” and “Kapaz” fields. At present, these fields account for the most of the oil-gas production running in the country.

Owing to the initiative, determination and influence of the All-national leader Heydar Aliyev, a decision was made to build in Baku a deepwater jackets factory which had been planned to be constructed in Astrakhan. To that end, the central soviet government allocated investments worth $450 million which at that time was regarded as a fairly rare occurrence. Founded in 1978, commissioned in 1984 and designed to build platforms making it possible to conduct oil-gas production at deep-water fields, the factory played an important role in the implementation of global projects within our country in the years of independence.

The initial period of our independence in the 90s of the last century went through rough times and the only way out of that situation our people saw in the All-national leader Heydar Aliyev’s heading the country. The great leader Heydar Aliyev who at the call and insistence of the people took over the leadership of the state, put an end to the chaos in the country within a short time. Having prepared a long-term development strategy, he unleashed a broad campaign to rebuild the devastated economy, address social problems, improve the well-being of the country’s citizens and ensure its political and military revival. As part of that activity, there were negotiations conducted with international oil companies about the development of Azeri-Chirag-Deepwater Gunashli field reserves, which resulted in the signing of the Contract of the Century that played a fundamental role in the recognition that independent Azerbaijan earned in the international arena, as well as in the growth of the country’s prestige, ensuring of its economic revival, improvement of the social well-being of our people and dynamic development of our country. As a follow-up to this project, Baku-Tbilisi-Ceyhan oil pipeline was built to deliver oil produced in the framework of the Contract of the Century to the world markets. Discovered in 1999 was one of the world’s biggest gas condensate fields “Shah Deniz” with reserves of more than 1 trillion cubic meters of gas. So, it earned country a reputation of a world-wide gas supplier. Launched was the design work of the South-Caucasus gas pipeline which subsequently began delivering Shah Deniz gas to the world markets.

Oilmen’s work was always highly appreciated by the All-national leader Heydar Aliyev. September 20 was declared Oilmen’s Day by our great leader’s decree dated 2001, and we celebrate this date as our professional holiday every year.

The political course and the country’s development strategy, of which foundation was laid by the national leader Heydar Aliyev, is being prosperously continued by his successor, the President of our country, Ilham Aliyev. The Southern Gas Corridor titled the project of the 21st century was implemented under the leadership of the head of the Azerbaijani state, who successfully continued implementing a new oil strategy worked out by our All-national leader. Today, TANAP and TAP, the major segments of the Southern Gas Corridor, are global projects ensuring diversified delivery of Azerbaijani gas via Türkiye, Greece and Albania to Italy and from there to other European countries. Of course, these and other projects implemented under the leadership of President Ilham Aliyev indicate great success that the Contract of the Century earned our country. Over time we will witness even greater success arisen from the Contract of the Century. 

The right and successful policy carried out by the country’s President Ilham Aliyev ensured our economic development and raised the country’s prestige globally; important measures were undertaken to build the army and the victory was gained in the 44-day Patriotic war. As a result, our tricolor flag is proudly waving today on our lands freed from occupation. 

Declaring 2023 the “Year of Heydar Aliyev” in the Azerbaijan Republic by the order of President Ilham Aliyev is of exceptional importance in promotion of Heydar Aliyev’s ideas.

Today SOCAR, which has become our national brand, successfully represents our country in the international arena. Being a part of SOCAR family and adhering to the great leader Heydar Aliyev’s political and strategic course continued by our President Ilham Aliyev, Azneft PU is doing its utmost to reach the highest technical and economic indicators.

The steps Azneft PU takes to address challenges of the modern era, undertaken measures, applied software, analysis and evaluation deliver real results. The changes occurring in the world market in recent years and digitalization have accelerated introduction of new techniques and technologies, as well as process automation in the oil-gas industry. Artificial intelligence is already replacing human labor in many areas. Digitalization has the effect on the number of staff, operational functions, and shapes the mode of work performance. Development of technologies creates new working positions and terminates some old ones which became outdated. In this connection, introduction of new approaches and technologies, and quick automation of processes make it necessary for specialists to acquire new skills in accordance with changing conditions. Introduction of every new technique and technology causes the need in specialists capable of working with appropriate equipment.

Azneft PU also follows the principle of self-development and quick adaptation to changes both in production and non-production spheres in order to ensure appropriate growth of specialists’ qualification and efficiency of operations.

As in any other sphere, the primary objectives facing us today are to develop production lines of our activity, maintain stable production, continue improving social welfare of employees, preserve and improve an ecological balance, increase income and revenues, do cost-efficient spending and make sure the assigned tasks are fulfilled in a timely and efficient manner in compliance with safety regulations, adhering to the general political course.  Undoubtedly, we together with our professional team will handle all these tasks and contribute to the growth of SOCAR’s welfare.
