Solar and water energy
Energy is one of the key sectors of the restoration work running in Karabakh and Zangazur. On May 3, 2021, President of Azerbaijan Ilham Aliyev signed an order on measures to be taken to create a green energy zone in the liberated territories. Thus, the Government will get the two tasks done. Firstly, the energy supply of Karabakh and East Zangazur will come from renewable energy sources (RES). Secondly, it will help to increase the share of renewables in the country’s energy sector from current 17% to 30% in 2030.
According to initial estimates, the solar and wind energy potential of the liberated territories makes 7.2 thousand and 2 thousand MW respectively. This is more than Azerbaijan is currently consuming domestically. Such situation enables Azerbaijan generating at least 1 thousand MW more than the domestic needs. These capacities can be exported to neighboring countries, which will yield tens of millions of dollars and thereby diversify the pattern of export and inflow of foreign exchange to the country.
In order to develop the renewable energy sector in the liberated territories, the Ministry of Energy identified 8 promising sites with a total area of 14.4 thousand hectares with the aim to construct solar power plants with a total capacity of 7.2 thousand MW (HPP) in six districts (Fuzuli, Jabrail, Zangilan, Gubadli, Lachin and Kalbajar). However, taking into account the use of some of these lands for agricultural needs, the real potential of solar power plants will be more than 4,000 MW.
The first step in this direction was BP with which the Ministry of Energy of Azerbaijan signed an executive agreement on June 4, 2021. The agreement provides for the cooperation in the field of evaluation and implementation of the project for the construction of a 240 MW solar power plant in Zangilan-Jabrayil zone. The agreement-based cooperation includes technical and commercial evaluation of the solar energy project, design of the plant, as well as provision of financing and final investment decision-making. BP’s investments into the construction of the power plant are estimated at $200 million.
Construction of the solar power plant with a capacity of 240 MW will help to generate 500 million kWh of electricity per annum and supply electricity to 100 thousand families, i.e. almost 70-80% of internally displaced people who will return to the liberated territories.
The completion of the Second Karabakh War breathed new life into the Khudaferin HPP construction project on the Araz River bordering with Iran.
In February 2016, the governments of Azerbaijan and Iran signed an agreement on cooperation in the field of continuation of construction, operation, use of energy and water resources of “Khudaferin” and “Giz Galasi” hydro junctions and hydroelectric power plants on the Araz River. The plant here will consist of two hydroelectric units with a capacity of 50 MW each.
“Giz Galasi” hydroelectric power plant, which is planned to be built on the Araz River, will consist of two hydroelectric units with the capacity of 20 MW each. The Iranian side continues the construction of the plant. By now, the operations on construction of hydrojunctions are within reach of completion. The work on “Khudaferin” hydrojunction project is 94% complete. “Giz Galasi” project is 90% complete. According to the estimates of the Ministry of Energy, “Khudaferin” and “Giz Galasi” hydrojunctions and HPP will enable Azerbaijan to generate 368 million kWh of electricity per year and provide irrigation of 260 thousand hectares of arable land. In general, the commissioning of these facilities will allow the two countries to share both electricity and water resources for irrigation.
In addition, it is planned to actively use the water resources of the liberated territories to generate electricity. For example, there is a plan to build and renovate 12 hydroelectric power plants in Kalbajar district, and five hydroelectric power plants in Lachin district, one of which has already been commissioned in Gulabird village. Thus, the generating capacity of the renovated stations in Kalbajar and Lachin districts alone will make 120 megawatts.
After Karabakh and adjacent territories were occupied by Armenia, the entire energy infrastructure existing in this region was largely destroyed or looted. There had been 20 substations in Karabakh with a total capacity of 858.6 megawatts before the war. Now, in the process of restoration it is planned to build a 308-kilometer long electricity transmission line in Fuzuli, Jabrayil, Zangilan, Gubadli, Lachin, Shusha, Agdam and Kalbajar districts, and create a single 110-kilovolt network, which will ensure reliable energy supply to the region.
The goal of all these operations is to have the whole electricity infrastructure launched on the liberated territories - both in Karabakh and East Zangazur - by the end of 2021.

27 сентября 2020 года… Этот день можно считать новой после 20 сентября 1994 года (подписание под руководством общенационального лидера Азербайджана Гейдара Алиева контракта века – соглашения о разведке, разработке и долевом распределении добычи по месторождениям «Азери», «Чираг» и «Гюнешли») отправной точкой в новейшей истории Азербайджана. Ровно год назад началась 44-дневная Отечественная война, которая позволила Азербайджану восстановить свою территориальную целостность и вернуть мир и спокойствие всему региону.
За почти 30-летней период оккупации Карабаха, Армения уничтожила практически все на этих территориях, особенно там, где армяне никогда не жили. Поэтому после изгнания оккупанта с января 2021 года начался этап восстановления освобожденных территорий. Объем работ в этом направлении предстоит колоссальный. По предварительным оценкам стоимость работ по восстановлению Карабаха и Восточного Зангезура оценивается в $60 млрд!
Причем надо понимать, что в большинстве своем Азербайджану предстоит рассчитывать на себя в финансировании восстановления освобожденных территорий. Да, иностранные и частные инвестиции будут привлечены в проекты на этих территориях, но на начальном этапе государство основное бремя финансирования, прежде всего, инфраструктурных проектов, возьмет на себя.
В госбюджете на 2021 год власти Азербайджана предусмотрели средства в размере 2,2 млрд манатов или $1,3 млрд на финансирование восстановительных работ на освобожденных территориях. На текущий момент из этой суммы не распределено порядка $400 млн, так как осуществляются соответствующие тендерные и прочие процедуры. Но если посмотреть на перечень уже реализуемых работ на освобожденных работах, то можно представить их масштаб. Тем более не будем забывать, что эти работы осуществлены за очень короткий период времени – всего 9 месяцев и в сложных условиях. Вся эта территория была заминирована армянами, что усложняет восстановительные работы. Тем не менее, работа в Карабахе и Восточном Зангезуре кипит и будет набирать обороты. Проводимыми работами, Азербайджан с одной стороны, восстанавливает инфраструктуру и готовит фундамент для возвращения вынужденных переселенцев, а с другой стороны, выражает готовность к переговорам с Арменией, о чем заявил президент Азербайджана Ильхам Алиев, с целью восстановления геополитического баланса, экономической и инвестиционной стабильности в регионе. «Карабах – это Азербайджан» и истинные хозяева этой земли сейчас вынуждены тратить деньги и время, чтобы очистить эту территорию от последствий почти 30-летнего нахождения на ней непрошенных гостей, которых 200 лет назад мы приютили не по своей воле.
Breathing in new life investment boom in Karabakh
27 September 2020… This day can be considered a new starting point in Azerbaijan’s recent history since September 20, 1994 (the Contract of the Century - the agreement on the joint exploration, development and production sharing for the Azeri, Chirag and Gunashli fields - signed under the leadership of Azerbaijan’s National Leader Heydar Aliyev). The 44-day Patriotic War began precisely a year ago from now, which allowed Azerbaijan to restore its territorial integrity, as well as to bring peace and tranquility back to the region.
Over almost a 30-year period of occupation of Karabakh, Armenia has destroyed practically everything in these territories, especially where Armenians have never lived. Therefore, the restoration of the liberated territories has begun since January 2021 after the occupiers had been expulsed. There is a huge range of work which has to be carried out in this direction. According to preliminary estimates, the rehabilitation of Karabakh and East Zangezur is valued at $60 billion!
Moreover, it is important to bear in mind that Azerbaijan, on the whole, will have to count on itself in financing the restoration of the freed territories. There will certainly be foreign and private investments attracted to projects in these territories, but the bulk of expenditures in the early stage, especially those meant for infrastructure projects, will be defrayed by the state.
In the state budget for 2021, the Azerbaijani authorities have provided funds in the amount of 2.2 billion AZN or $1.3 billion to finance the restoration work in the liberated territories. About $400 million of this sum has not been distributed yet, as relevant tender and other procedures are underway. But looking at the list of operations which are already running in the liberated territories, one can imagine their scale. Moreover, let’s not forget that this work was carried out in a very short period of time (only 9 months) and in difficult conditions. The entire territory was mined by the Armenians, which complicates the restoration work. Nevertheless, the work in Karabakh and East Zangazur is in full swing and will gain momentum. Thus, through the work it is carrying out, Azerbaijan is restoring the infrastructure and laying the foundation for the return of internally displaced persons, and in the meantime, it is expressing its readiness for the negotiations with Armenia with the aim to restore the geopolitical balance, economic and investment stability in the region, as was said by President of Azerbaijan Ilham Aliyev. «Karabakh is Azerbaijan» and the true owners of this land now have to spend money and time to clear this territory from the consequences of almost a 30-year presence of uninvited guests whom we sheltered against our will 200 years ago.

Azerbaijani tennis player wins bronze medal in international tournament
Azerbaijani table tennis player Onur Guluzade has won a bronze medal in the WTT Youth Contender tournament held in Luxembourg, Caspian Energy Media reports with reference to the Ministry of Youth and Sports of Azerbaijan.
It should be noted that this is the 5th award won by Onur Guluzade in international competitions in the current season.

Farid Gayibov speaks at UN Youth Forum
The youth delegation of Azerbaijan led by Youth and Sports Minister Farid Gayibov took part at the UN Economic and Social Council's (ECOSOC) 2024 Youth Forum hosted in the United Nations’ headquarters in New York, USA, Caspian Energy Media reports with reference to the Ministry of Youth and Sports of Azerbaijan.
Within the framework of the visit to the USA, Farid Gayibov held bilateral meetings with Felipe Paullier, the first Assistant Secretary-General for Youth Affairs, Ronald Luiz Dos Santos, Brazil's National Secretary for Youth, and Abby Finkenauer, the US State Department's Special Envoy for Global Youth.
SOCAR and ACWA ink cooperation agreement
On April 16, the State Oil Company of еру Azerbaijan Republic (SOCAR) and the Saudi Arabian company ACWA Power signed a cooperation agreement focused on green fertilizers, Caspian Energy Media reports with reference to SOCAR.
The agreement was signed by SOCAR’s Vice-President, Anar Mammadov and ACWA Power’s Vice-President of Business Development - Green Hydrogen, Driss Berraho.
