Caspian Sea status matters should be settled before the summit in Kazakhstan, Foreign Ministry of Azerbaijan

 

“The fifth Summit of Heads of State of the Caspian Littoral States is to be hosted in the first half of 2018 in Kazakhstan. Maximum efforts should be made to reach a consensus on all issues related to the status of the Caspian Sea”, Foreign Minister of Azerbaijan Elmar Mammadyarov said during the meeting of the Council of Foreign Ministers. The meeting was attended by the five Caspian states: Azerbaijan, Russia, Turkmenistan, Iran and Kazakhstan.

“Over the past period the participants of the negotiation process have done a great deal of work on the draft Convention on the Legal Status of the Caspian Sea. The decisions and agreements reached during the five-sided summits contributed significantly to the rapprochement of the positions of all the Caspian states, and gave a powerful impetus to the negotiation process as a whole and have a historical significance”, Foreign Minister Elmar Mammadyarov said during the meeting.

“All the Caspian littoral states are unanimous in the opinion that every effort should be made to find consensus on all open issues before the fifth Summit of Heads of State of the Caspian Littoral States, which is to be hosted in Kazakhstan. The high-level decisions of the Astrakhan Summit in 2014 are being successfully implemented. Consensus can be reached taking into account the generally recognized world practice and the norms of the international maritime law”, Elmar Mammadyarov added.

At the same time it should be noted that, as Russian Foreign Minister Sergei Lavrov stated, the draft Convention on the Legal Status of the Caspian Sea will be submitted for approval to the heads of state of the Caspian littoral states that may meet in Kazakhstan in the first half of the next year.

“We have completed almost 20-year work on the Convention on the Legal Status of the Caspian Sea. This text shall be submitted to our heads of state for approval. We expect them to support the text”, he told journalists after the meeting of the foreign ministers of the Caspian states.
